I think it was Betsy Ross and Francis Hopkinson. When Francis made the flag a square Betsy said ¨ A flag really should be 1 third longer than its width .¨ So Betsy drew on the paper. Francis designed the flag and Betsy made it come to life. Francis also basically made the blueprints. So in conclusion I think Betsy Ross and Francis Hopkinson worked together to make the United States flag.
